In a lengthy (5514-word) article titled 'Persist in taking Xi Jinping's thoughts on the rule of law as the guide, striving to write a new chapter in the comprehensive rule of law at a new starting point', published on Page 6 of the People's Daily on December 13. The article included 48 references to Xi Jinping. Stating that learning and propagating Xi Jinping’s thought on the rule of law had "over the past year achieved new results, and the road to the rule of law in socialism with Chinese characteristics has become more confident and conscious". Guo Shegkun urged "provincial and ministerial, department and bureau level cadres and county party committee secretaries to study and implement Xi Jinping’s rule of law thought seminars, prepare for the national political and legal system", "incorporate Xi Jinping’s rule of law thought into the education and training plan of party committee cadres, and party schools (School of Administration)". It called for studying and publicising "Xi Jinping's rule of law thought as the top priority for the popularization of law by the whole people" and said it is, therefore, "included in the "Eighth Five-Year Plan" to promote Xi Jinping's rule of law to reach the masses and enter the hearts of the masses". It said under Xi Jinping's leadership, over the past year a lot of outstanding issues in the rule of law had been resolved, and Chinese law firms have established more than 150 branches in 35 countries and regions, effectively assisting the construction of the “Belt and Road” initiative. He disclosed that over the past year, "the loyal, clean and responsible legal work team has presented a new look, and the construction of the legal work team has been more solid and in-depth". The training, quality and ability of political and legal officers in the new era, had been strengthened and exchanges promoted among leaders of political and legal organs at the city and county levels. "The education and rectification of the national political and legal teams has been carried out in a solid manner, a large number of stubborn diseases have been resolved, a number of black sheep have been eliminated, the political loyalty of the political and legal teams have been continuously strengthened, and the enthusiasm of executives and entrepreneurs has been effectively stimulated".
