CHINA-VILLAGE REFORM: CCP CC'S GENERAL OFFICE AND STATE COUNCIL ISSUE 5- YEAR (2021-2025) ACTION PLAN FOR VILLAGE REFORMS

Xinhua reported that on December 5 the General Offices of the CCP CC and State Council issued the "Fiveyear Action Plan for the Improvement and Improvement of Rural Human Settlement Environment (2021- 2025)" requesting all regions and departments to conscientiously implement it. The Action Plan referred to the role of the Communist Youth League, Women’s Federation, Young Pioneers, and other group organisations to organise and mobilise villagers. It instructed that it was important to "Consciously improve the rural living environment" and "Improve the villagers’ self-government mechanism under the leadership of the party organisation". The Five Year Action Plan, briefly, includes building new, modern public toilets and better managing sewage and garbage. It also calls for broader improvements to rural living conditions, by: Shoring up village roads, power lines, and public facilities; boosting R&D and setting standards for rural buildings and infrastructure; and making sure village residents are well included in decisions about local development. The directive said the efforts will be led by the Central Leading Group for Rural Affairs – a Party advisory body – rather than the Ministry of Agriculture and Rural Affairs. This could be because the Party is best positioned to get the work done, by mobilising its cadres at the village level. (Comment: While poor hygiene and bad toilets have plagued villages for decades, however, COVID-19 appears to have put a spotlight on the public health risks associated with poor rural waste management. As per China’s 2020 census, over 500 million people still live in rural areas. Their ability to live good, healthy, and productive lives has a major impact on the national economy – and public satisfaction.)
