Party Secretary of Guizhou Province Shen Yiqin, in her speech at the opening meeting of the 5th session of
the 12th CPPCC Provincial Committee on January 19, 2022, put the "two establishments" before the "two
safeguards", both in the title and body of her speech.
(Comment: Born in 1959, Shen Yiqin is just 62 years old. She is a member of the 19th CCP CC and was
Alternate Member of the 17th and 18th CCP CCs. She would be eligible for elevation at the 20th Party
Congress to a senior central position including the Politburo.)
