A Commentator's article in the Economic Daily (March 9) said "the emphasis on coordinating
development and security reflects the scientific research and judgment of the general situation
by the Party Central Committee with Comrade Xi Jinping at the core". Stating that "economic
globalisation has encountered adverse currents, the game between major powers has become
increasingly fierce, and the world has entered a new period of turbulence and change", it said
it is essential for China to take development as the top priority, "and at the same time ensure
political security, economic security, scientific and technological security, public health
security, social security, etc., to create favourable conditions for development". It added "The
emphasis on coordinating development and security reflects the precise grasp of the Party
Central Committee with Comrade Xi Jinping at the core of bad signs of economic and social
operation". Citing examples, it said for a while "in the process of striving to achieve the goal
of reaching the peak and carbon neutrality, some places were eager to achieve success, out of
touch with reality, and stepped on the "sudden brake". "You can't throw away the guy who eats
in your hand first, and as a result, you haven't got the new guy who eats. This is not good. We
must not only have a green and clean environment, but also ensure that our production and life

can be carried out normally." It said, "To correct the bad signs, we must grasp the general
principle of promoting the process of carbon peaking and carbon neutrality under the premise
of ensuring energy security and achieving high-quality development”. Mentioning another
example. it said, "the issue of food security is still repeatedly emphasised on the premise of
high grain production for 18 consecutive years, because the tendency of “non-grain” after land
transfer in some places is obvious, some places are falsifying the balance of arable land
occupation and compensation, and there are even people who think that Mistakes such as
"arable land needn't be as much as 1.8 billion mu".
