An entire page in the People's Daily (May 5) encouraged the building of a "scholarly" political consultative conference by promoting members' reading activities so they can perform their duties "accurately and effectively". Another People's Daily (May 5) article on party-building insisted that the party must be built wherever the people are and cover all areas of the people's needs. It said, "use party building to integrate the forces of all parties in the community".
