A new campaign was launched throughout the People's Liberation Army (PLA) on April 5, 2014, when the PLA's General Political Department (GPD) issued a directive requiring the armed forces and all Party committees in the PLA to 'seriously study' Xi Jinping's speeches and writings on the Party's 'mass line'. The directive follows the pledge taken by eighteen PLA Generals last week of loyalty to Xi Jinping and the PLA's modernisation programme.
